There’s a discussion among scholars whether to place this section in the doctrine section or the application portion of Romans. Reading their arguments is interesting as it reveals interesting aspects of other parts of the letter. Here though, is clearly a summarizing conclusions and a long list of blessings that the believer in Jesus enjoys.
